Responses to Questions:
1) Question - As future wages BU03 wages are not posted yet, we do not know what potential SR14 wages will be beyond 2024. Will the selected vendor be able to seek service fee increases for these future wage increases?
Answer - No service fee increases will be allowed due to currently unknown future wage increases. Bidders should allow for potential adjustments to wages within submitted RFP.
2) Question - Are we allowed to separately bill back costs such as TWIC card costs, MARSEC training costs, etc. as they are incurred?
Answer - Offeror is solely responsible for the costs of TWIC cards, specific training, credentialing, ect. Wording from RFP - "Any specialized training and/or credentialing shall be the sole responsibility and cost of the guard agency."
3) Question - The “General Duties of a Guard” on RFP pages 10 and 11 describe tasks and responsibilities of the on duty guard that are conducted at the guard station at the front gate. In addition to these tasks, is the guard expected to perform foot or vehicular patrols of the UHMC property that requires him/her to leave the guard station?
Answer - Guards may be required to conduct foot or vehicle patrol of the UHMC pier 35 facility. A typical expectation would be one (1) patrol per eight (8) hour shift.
