Funding for the PFRP comes through
congressional earmarks. The PFRP did not fund projects in 2007 and
2008 and the prospects for FY2009 are not good. The current turmoil
over earmarks in Congress and general restrictions on the federal
budget raise the possibility of further budget cuts for the PFRP.
Congress needs to know that the PFRP plays a unique and valuable
role in providing scientific support for the managements of fisheries
for highly migratory species.
