Funding for the PFRP comes through congressional earmarks. The PFRP did not fund projects in 2007 and 2008 and funding for FY 2011 was reduced by almost 90%. The prospects for FY2012 are extremely grim. The current turmoil over earmarks in Congress and general restrictions on the federal budget raise the possibility of the program's elimination entirely. Congress needs to know that the PFRP plays a unique and valuable role in providing scientific support for the managements of fisheries for highly migratory species.
